Recording Guidelines

New Recording Guidelines Effective July 1, 2009

On January 6, 2009, Governor Strickland signed both HB 525 (Standards) & SB 248 (DD214)

HB 525 (Standards)

HB 525 effective July 1, 2009, sets forth the guidelines for document preparation as follows:

ORC 317.114

  • Computer font size of at least ten point
  • The minimum paper size is 8 ½ x 11 and the maximum size will be 8 ½ x 14
  • Black or blue ink ONLY
  • No use of highlighting
  • Margins of one inch on each side of the page and on the bottom
  • Three inch margin on the top of the first page, reserved for Recorder, Auditor, and Engineer
  • One and one-half inch margin on the top of each of the remaining pages

If a document does not conform to these guidelines, an additional recording fee of $20.00 will be collected.

This law does not apply to the following:

  • Any document from any court or taxing authority;
  • Plats;
  • DD214's;
  • Any State or Federal document;
  • Any document executed before July 1, 2009.

SB 248 (dd214)

SB 248 (DD214) effective date April 7th, 2009

This bill creates a public records exemption for DD214's for a period of 75 years. Authorized parties can request to view and receive copies. Authorized parties:

  • The actual Veteran
  • County Veterans Service Officer
  • Attorney in fact
  • Agent or representative of the person who is the subject of the DD214
  • A person authorized by a court
  • Executor, Administrator or heir of an estate
  • Funeral director who is performing the funeral

Un-authorized parties may view and receive copies, after redaction.
